El sistema actual premia a quienes han defraudado al Estado y castiga a las empresas honestas que compiten en desigualdad, especialmente a las pymes, cuya participaci\u00f3n en la contrataci\u00f3n p\u00fablica est\u00e1 muy por debajo de su peso en la econom\u00eda. \u00abEs inadmisible que, en pleno 2025, se contin\u00fae financiando con dinero de todos a quienes han saqueado lo p\u00fablico, y que empresas con antecedentes penales contin\u00faen benefici\u00e1ndose del presupuesto p\u00fablico\u00bb, seg\u00fan Jordi Mora. Para la patronal, la nueva reforma de la Ley de Contrataci\u00f3n P\u00fablica debe incluir instrumentos para incrementar la participaci\u00f3n de las pymes, como una cuota m\u00ednima del 25% destinada a pymes.
